Youthful Spirit at PVOIL Youth Union Congress for the 2025–2030 Term

On October 3, in Ho Chi Minh City, the 5th Congress of the Youth Union of Vietnam Oil Corporation (PVOIL) for the 2025–2030 term was successfully held. The Congress radiated youthful energy, driven by the enthusiasm of the younger generation and supported by the trust, guidance, and encouragement from the Party Committee, PVOIL’s leadership, and the Youth Union of the Vietnam National Industry – Energy Group (Petrovietnam).
Attending the Congress were Mr. Pham Dang An – Secretary of the Petrovietnam Youth Union. On the PVOIL side, there were Mr. Cao Hoai Duong – Member of the Party Committee of the Group, Secretary of the Party Committee, Chairman of the Board of Directors PVOIL; Mrs. Nguyen Linh Giang – Member of the Board of Directors; Mr. Nguyen Xuan Quyen – Member of the Board of Directors; Mr. Truong Dai Hoang – Member of the Party Committee’s Standing Committee, Vice President of the Corporation; Leaders of the Corporation’s Trade Union and Veterans Association, along with 58 delegates representing 1,444 youth union members across the Corporation..
The report presented at the Congress highlighted that PVOIL’s Youth Union work and youth movements from 2022 to 2025 were comprehensively carried out across all areas: education and propaganda; youth movements; care for children and teenagers; building the Youth Union and contributing to Party and government development.
During the last term, PVOIL’s Youth Union organized numerous activities aligned with professional tasks and business operations, such as: participating in the “Excellent Sales Team” competition for PVOIL petroleum stations and “Excellent Operation Team” competition for fuel depots; implementing Project 1114 on “Improving customer service quality at petroleum stations” and Project 808 on “Improving service quality at fuel depots” through the “Green Saturdays” campaign, which attracted over 3,000 youth union members nationwide. Youth union members from various units also played a key role in flood and storm response efforts at petrol stations and oil depots; actively participated in implementing communication and advertising campaigns of the Corporation. Affirming their pioneering role in innovation and application of Industry 4.0 technologies, PVOIL Youth Union has organized numerous activities and created many creative communication products with wide reach to promote the corporate brand image
Community volunteering activities also left a lasting impression, notably the “Home for Tet with PVOIL” program, which helped more than 3,000 students return home for Tet. Other meaningful programs like “Pink Vacation,” “Warm Winter for Children,” and “Empowering School Dreams with PVOIL” greatly contributed to the community while strengthening PVOIL’s humanitarian image.
In addition, specific and creative activities at affiliated youth branches were highlighted through presentations that demonstrated the collective achievements of PVOIL’s youth movement. With fresh perspectives and valuable ideas, these presentations embodied the spirit of enthusiasm and innovation, energizing the Congress.
On this occasion, PVOIL’s senior leaders shared heartfelt and thoughtful remarks with the younger generation. Their speeches not only recognized the Youth Union’s contributions but also outlined crucial directions for the future. The leadership expressed high hopes for the pioneering and creative role of young people during PVOIL’s new development phase. These messages served as strong encouragement for youth to continue their efforts and propose innovative solutions for youth union activities.
In his keynote speech, Mr. Cao Hoai Duong discussed Petrovietnam’s achievements over the past 50 years, especially its contributions to the nation’s “5 Securities” (Energy Security, Economic Security, Food Security, National Defense Security, and Social Security) and “5 Bests” (largest scale, highest tax contribution, highest profit, most science-technology awards, and greatest contributions to social security).
He affirmed that PVOIL and its youth members played a vital role in this success. Mr. Duong praised and acknowledged the efforts of PVOIL’s younger generation, stating that youth are a core force in implementing strategic orientations for both the Corporation and the Group during this new development era.
Given the rapid advances in science and technology, digital transformation, artificial intelligence (AI), and energy transition, Mr. Cao Hoai Duong outlined the opportunities and challenges these trends pose for PVOIL. This is an era that demands every employee, especially the younger generation, to continuously enrich their knowledge and master technology in order to contribute more effectively to the development of the Corporation. The greatest strength of youth lies in their creativity—free from conventional thinking or experiential constraints. It is this strength that empowers young people to approach challenges with an innovative mindset, dare to think differently, dare to act boldly, and dare to break through boundaries. They are expected to continue nurturing a spirit of creativity and pioneering, playing a leading role in realizing PVOIL’s sustainable development strategy.
Mr. Cao Hoai Duong reiterated PVOIL’s leadership commitment to always support and create favorable conditions for young people to unlock their potential, be innovative, and assert themselves. He emphasized that when young people demonstrate a spirit of dedication and passion for their work, their contributions will be rightfully recognized.
Mr. Pham Dang An – Secretary of Petrovietnam Youth Union – commended PVOIL’s Youth Union for its recent achievements, noting the diversity of their programs and their strong connection to PVOIL’s business activities. He particularly praised the “Home for Tet with PVOIL” campaign for its strong impact and positive reception from the Central Youth Union.
For the 2025–2030 term, Mr. Pham Dang An welcomed the PVOIL Youth Union’s ambitious and aspirational targets that surpass those of the previous period. He also suggested that the Youth Union should closely follow three key missions in the new term: tasks related to technology and digital transformation; the start-up movement; and youth volunteer movements. These themes need to be concretized in activity programs, congress resolutions, and monitoring regulations of the PVOIL Youth Union.
With a spirit of democracy and responsibility, the Congress elected the Executive Committee of the Youth Union of Vietnam Oil Corporation, 5th Term (2025–2030), comprising 15 members; it also elected the delegation to attend the Petrovietnam Youth Union Congress, including 07 official delegates and 01 alternate. At the first meeting, the new Executive Committee elected the Standing Committee, Secretary, Deputy Secretary, and the Inspection Committee of the Youth Union. Accordingly, Mr. Do The Vinh was elected Secretary of PVOIL Youth Union; Mr. Dinh Van Hoang was elected Deputy Secretary and Chairman of the Inspection Committee of PVOIL Youth Union.
The Congress was a resounding success, marking a new phase in PVOIL’s youth development journey. Building on the past achievements, PVOIL youth members are determined to implement the Congress’s resolutions successfully and fulfill the expectations of the Party Committee, Corporation leadership, and all PVOIL employees.
