The PVOIL Party Committee Implements and Promotes the Execution of Conclusion No. 76-KL/TW

On September 18, 2024, the Party Committee of Vietnam Oil Corporation (PVOIL) held a conference to study, learn, disseminate, and implement the execution of Conclusion No. 76-KL/TW, issued by the Politburo on April 24, 2024. This directive was issued by the Party Committee of Vietnam National Oil and Gas Group to its subordinate party committees.
Present at the conference on behalf of the Party Committee of Vietnam National Oil and Gas Group was Ms. Nguyen Thi Hoa, Permanent Deputy Chair of the Party Committee's Inspection Commission.
The conference was chaired by Mr. Cao Hoai Duong, Party Secretary and Chairman of the Board of Directors of the Corporation, alongside Mr. Doan Van Nhuom, Deputy Party Secretary and President & CEO of the Corporation. The event brought together more than 100 key officials from Vietnam Oil Corporation.
At the conference, Mr. Cao Hoai Duong provided a detailed briefing on the contents of Conclusion No. 76-KL/TW dated April 24, 2024, issued by the Politburo. This conclusion addressed the implementation of Resolution No. 41-NQ/TW dated July 23, 2015, by the Politburo on strategic development orientations for Vietnam's oil and gas sector through 2025 with a vision toward 2035, as well as new directions for the upcoming phase (Conclusion 76-KL/TW). He also discussed Resolution No. 38/NQ-CP dated August 20, 2024, issued by the Government on the implementation plan for Conclusion 76-KL/TW (Resolution 38/NQ-CP), and Resolution No. 826/NQ-DU dated August 23, 2024, by the Party Committee of Vietnam National Oil and Gas Group, which provides leadership guidelines for executing Conclusion 76-KL/TW (Resolution 826-NQ/DU).
The contents highlighted at the conference underscored the significance of Conclusion 76-KL/TW for the future development of Vietnam's oil and gas industry, including the Vietnam National Oil and Gas Group (Petrovietnam). It reflects the Politburo's strategic vision and its commitment to the growth of the sector and Petrovietnam, recognizing its critical role and contributions to the national economy and energy security. The conclusion also paves the way for a new direction for Petrovietnam, aiming to transform it into a leading national industrial and energy corporation.
The Government, ministries, sectors, localities, and Petrovietnam have placed significant emphasis on and actively implemented Conclusion 76-KL/TW. In particular, Resolution 38/NQ-CP issued by the Government has clearly assigned specific tasks to the Government, ministries, sectors, localities, and Petrovietnam. It also clearly defines functions, responsibilities, delegation of authority, and decentralization, providing a foundation for implementation, monitoring, and supervision. Immediately after the Government issued Resolution 38/NQ-CP, the Party Committee of the Group released Resolution 826-NQ/DU, setting specific objectives for each operational area of the Group, along with directions and solutions for implementing Conclusion 76-KL/TW.
In implementing Conclusion 76-KL/TW, Mr. Cao Hoai Duong, representing the PVOIL Party Committee, identified several critical tasks closely tied to PVOIL's business activities. The company’s development strategy aligns with many of the directions outlined in the conclusion, including the rational development of the petroleum distribution network, increasing reserves of crude oil and petroleum products, promoting the use of clean and green energy, and practicing energy efficiency. PVOIL also aims to leverage its business network to distribute energy storage batteries, establish electric vehicle charging stations at nearly 400 gas stations with plans for expansion, and develop non-fuel utility services. Additionally, it continues to enhance customer-focused applications such as PVOIL Easy, PVOIL 4U, PVOIL B2B, and PVOIL Mobile. The company is also exploring opportunities to invest in rest stops along highways, expand its retail gas station network, and provide fuel solutions in remote and underdeveloped areas with limited infrastructure.
The Party Secretary and Chairman of the Board of Directors of PVOIL stated that efforts to disseminate, implement, and execute Conclusion 76-KL/TW would continue throughout the entire system. Following this conference, PVOIL will execute Conclusion 76-KL/TW through specific plans and action programs to align its development with the orientations of the Party, the Government, and Vietnam National Oil and Gas Group; enhance competitiveness; and collaborate with other units within the Group to effectively implement Conclusion 76-KL/TW, Resolution 38/NQ-CP, and Resolution 826-NQ/DU.
