PVOIL successfully directs the organization of pilot party congresses for the 2025-2030 term

The Party Committee of PetroVietnam Oil Corporation selected and directed the Party Committee of PVOIL Thanh Hoa (Petroleum Trading Company Limited Thanh Hoa) to serve as the pilot unit for organizing the Party Congresses of grassroots Party organizations under the Corporation’s Party Committee. The PVOIL Thanh Hoa Party Congress took place on February 19, 2025, fulfilling all four mandated components of a Party Congress as stipulated.
Attending the congress were Mr. Cao Hoai Duong, Member of the Executive Committee of the Party Committee of Vietnam National Oil and Gas Group, Secretary of the Party Committee, and Chairman of the Board of Directors of PVOIL; Mr. Nguyen Dang Trinh, Deputy Secretary of the Party Committee and President & CEO of PVOIL; along with members of the Standing Committee and Executive Committee of the Corporation’s Party Committee. Also present were the Chairman of the Trade Union, Secretary of the Youth Union, and Chairman of the Veterans Association of the Corporation; the Secretaries of 32 grassroots Party organizations under the Corporation’s Party Committee; and 69 Party members of the PVOIL Thanh Hoa Party Committee.
At the congress, the Presidium presented the Political Report summarizing the implementation of the resolution of the PVOIL Thanh Hoa Party Congress for the 2020-2025 term and outlining the direction, objectives, tasks, and solutions for the 2025-2030 term. The Report on the self-assessment of the Company's Party Executive Committee for the 2020-2025 term was also presented. Party members attending the congress delivered thematic reports on the implementation of political and business tasks, the leadership role of the Party organization, and the core role of Party members in the company's business operations.
Accordingly, the congress affirmed that the PVOIL Thanh Hoa Party Committee has provided comprehensive leadership over business operations, fulfilled political tasks, managed personnel affairs, strengthened Party-building efforts, and reinforced the political system. It has also encouraged mass organizations to fully exercise their rights and actively participate in corporate governance.
During the 2020-2025 term, PVOIL Thanh Hoa achieved a fuel trading volume of 1.3 million cubic meters, generated revenue of VND 21 trillion, and recorded a pre-tax profit of nearly VND 46 billion. The company contributed over VND 2.1 trillion to the state budget and expanded its network with 22 new fuel stations. All these targets were met or exceeded compared to the initial plan set at the beginning of the term.
In his directive remarks at the congress, Mr. Cao Hoai Duong, Secretary of the Party Committee and Chairman of the Board of Directors of PVOIL, recognized and highly commended the achievements of PVOIL Thanh Hoa during the past term. He emphasized that these results were the outcome of the relentless efforts of the entire leadership team, Party members, and employees of the company. They also reflected the professional competence, dedication, and responsibility of both the leadership and each individual in their respective roles toward their work and the company.
Mr. Cao Hoai Duong emphasized that the transition from a joint-stock company to a one-member limited liability company was a significant milestone, creating favorable conditions for PVOIL Thanh Hoa’s development and aligning with the strategic direction of PetroVietnam Oil Corporation. During the past term, PVOIL Thanh Hoa effectively leveraged its unique advantages to strengthen its business position, achieving positive results particularly in sales volume, revenue, retail network expansion, and improving employee income.
Based on the identified goals and direction for the 2025-2030 term, the PVOIL Thanh Hoa Party Executive Committee must swiftly develop specific programs and action plans aligned with the overall development strategy of Vietnam Oil Corporation. It must also be prepared for all possible scenarios in an unpredictable fuel market. In addition to expanding its retail fuel network, PVOIL Thanh Hoa, along with other units in the system, will proactively adapt to the ongoing energy transition, enhance non-fuel services, and integrate artificial intelligence (AI) into business management and operations to drive efficiency and competitiveness.
Assessing the organization of the pilot congress, the Secretary of the Corporation's Party Committee acknowledged the thorough preparation by the PVOIL Thanh Hoa Party Committee in both content and format, ensuring compliance with Party regulations. Mr. Cao Hoai Duong urged grassroots Party organizations under the Corporation’s Party Committee to carefully study and draw lessons from this experience to effectively organize their own congresses.
The congress elected a seven-member Executive Committee for the PVOIL Thanh Hoa Party Committee for the 2025-2030 term. Mr. Le Ba Hoa, the company's Director, was re-elected as Secretary of the Party Committee, while Mr. Ta Quang Son, the company's Deputy Director, was re-elected as Deputy Secretary and Chairman of the Party Committee's Inspection Committee.
The congress also elected a delegation to attend the 4th Congress of the Party Committee of Vietnam Oil Corporation for the 2025-2030 term, consisting of seven official delegates and one alternate delegate.
