On December 8, 2023, the Economic Security Division of the Ho Chi Minh City Police Department and PetroVietnam Oil Corporation (PVOIL) held a signing ceremony for the “Coordination Plan on Ensuring Economic Security, Internal Security, and Public Order.”
Attending the ceremony on behalf of the Ho Chi Minh City Police Department were Lieutenant General Le Hong Nam – Director of the Ho Chi Minh City Police Department, Colonel Nguyen Phuoc Thuong – Head of the Economic Security Division, and leaders from various departments and district-level police units.
Representing PVOIL were Mr. Cao Hoai Duong – Secretary of the Party Committee, Chairman of the Board of Directors, Mr. Doan Van Nhuom – Vice Secretary of the Party Committee, President & CEO of PVOIL, along with members of the Board of Directors, Executive Board, department heads, and representatives of affiliated units and subsidiaries operating in Ho Chi Minh City.
Over the years, PVOIL’s operations in Ho Chi Minh City have made significant contributions to the State budget in general and the city’s budget in particular. The corporation has played a key role in job creation and ensuring fuel supply for the city. Notably, during the peak of the COVID-19 pandemic, PVOIL collaborated with the Ho Chi Minh City Fatherland Front to provide free fuel for ambulances and vehicles serving the pandemic response. During times of nationwide fuel shortages, PVOIL actively ensured stable supply to meet transportation and production needs, contributing to national and municipal energy security.
Speaking at the signing ceremony, Lieutenant General Le Hong Nam – Director of the Ho Chi Minh City Police Department, urged the city police forces to proactively monitor crimes related to the petroleum sector, coordinate with PVOIL and its units to develop internal security protection strategies, and promote public movements for national security. These efforts aim to leverage community strength in maintaining public order and safety, especially in areas with petroleum business and storage activities. He also encouraged PVOIL to enhance internal communications and closely collaborate with the police in information sharing to preemptively detect and combat economic and petroleum-related crimes.
Furthermore, as the operations of PetroVietnam Oil Corporation and the petroleum sector involve various business and state secrets, there is a critical need to ensure information security and safeguard key infrastructure such as fuel depots and petrol stations, which are prone to security and safety risks.
The signing of the coordination plan between the two units serves as a crucial legal foundation that clarifies responsibilities and mobilizes collective efforts to ensure the security and safety of PVOIL’s headquarters and operational systems, thereby contributing to the socio-economic development of Ho Chi Minh City.
On behalf of PVOIL’s leadership, Mr. Cao Hoai Duong – Secretary of the Party Committee, Chairman of the Board of Directors, briefed the city’s police leaders on the company’s business activities. He highlighted the achievements made by PVOIL’s workforce over more than 15 years of establishment and development, particularly the growth in business volume and retail network expansion.
Mr. Cao Hoai Duong emphasized that in recent years, with the determined efforts of the police and relevant authorities, many major cases involving crimes in the petroleum sector have been successfully uncovered. This has created a more favorable and transparent environment for legitimate enterprises like PVOIL to grow and improve their performance, contributing more significantly to state revenue.
Chairman of the Board of Directors of PVOIL expressed appreciation for the insightful and practical recommendations made by Lieutenant General Le Hong Nam – Director of the Ho Chi Minh City Police Department, and affirmed that PVOIL will instruct its specialized departments and affiliated units to effectively implement the coordinated activities outlined in the agreement with the Economic Security Division of the Ho Chi Minh City Police Department.
