In the afternoon of the 15th of May, the Deputy Prime Minister Hoang Trung Hai chaired the meeting for comments on the Draft Decision on the issuance of an itinerary to oblige the application of the blending rate of bio-fuels with traditional fuels.
According to the Draft Decision produced by the Ministry of Industry and Trade, the obligatory application of the blending rate of petrol E5 for road motorized vehicles will start on 01st December 2013 in several cities and provinces including Hanoi, HCM City, Hai Phong, Da Nang, Can Tho, Quang Ngai and Ba Ria-Vung Tau.
Up to 01st June 2015, petrol E5 will be used for motorized vehicles widely in entire the country.
Petrol E10 will come into use later. Expectably, petrol E10 will be used in the above cities and provinces from 01st June 2015 and in all the country from 01st December 2016.
Diesel B5 is planned to be used in Hanoi, HCM City, Hai Phong, Da Nang, Can Tho from 01st July 2015 and in all the country from 01st July 2017.
Before the obligatory applications, organizations and individuals are encouraged to produce, blend and trade E5, E10 and diesel B5.
According to the Deputy Minister of Industry and Trade Le Duong Quang, following Decision No. 177/QD-TTg dated 20th November 2007 on approval of the Scheme to develop bio-fuels up to 2015, with a vision to 2025, Vietnam has had 13 projects registering to start to produce material ethanol. As scheduled, up to April 2012, five factories producing ethanol comes into operations with design capacity of 490 million liters/year.
Also according to the Ministry of Industry and Trade, with these five factories, it will be possible to replace 100% and exceed all demands for petrol of the country by 2015 with the blending rate of 5%.
However, in the meeting representatives from relating Ministries and industries were concerned about cost of the product, raw material to supply to factories, preparation for changing the infrastructure to meet the use of Gasohol.
Addressing the meeting, the Deputy Prime Minister Hoang Trung Hai asked the Ministry of Industry and Trade to cooperate with other ministries and industries, to accept comments to finalize the draft, in which the itinerary of using petrol E5 and petrol E10 must be appropriate with real life.
The Deputy Prime Minister asked the Ministry of Industry and Trade for consideration, review and evaluation of policy impacts to ensure that the decision has high practicalness.
The Deputy Prime Minister also requested enterprises to evaluate and revise material zones, have development plans for material zones, apply sciences, technologies and new breeds to material zones to support material producers.
Concurrently, the Ministry of Industry and Trade has to cooperate with other ministries, ministerial-level agencies and localities to implement plans to develop bio-fuel production facilities and product distribution system in accordance with the itinerary, issue national technical regulations on storage, transport and distribution of bio-fuel products, develop and issue tax incentive policies for projects to develop bio-fuel blending and distribution systems in line with each period of the itinerary, and submit at the soonest the Draft.
Besides, the Deputy Prime Minister also requested ministries and industries to consider the most appropriate time to oblige the application of Gasohol.
