On the occasion of 37 year anniversary of establishment of Vietnam National Oil and Gas Group (PVN for short) (3/9/1975-3/9/2012), in the atmosphere of enthusiasm and ebullience of the Week of PetroVietnam Culture, the General Director of PVN, Mr. Do Van Hau, has shared with the PetroTimes (Nang luong Moi) his thoughts about the PVN’s achievements and directions in the coming time.
Dear Sir, that the Decree No. 170/CP establishing the Vietnam Oil and Gas Department promulgated right after the reunification day of Vietnam has any meaning to the development of the young Vietnamese oil and gas industry?

On September 3rd 1975, the Government promulgated Decree No.170/CP established the Vietnam Oil and Gas General Department on the basis a merger between Expedition 36 and a part of Chemical General Department. This marked a new developing stage for the Vietnamese oil and gas industry. Since then, oil and gas exploration activities had been carried out strongly in both the North and the South of Vietnam and Southern continental shelf. There were many oil and gas discoveries in both continent and continental shelf of Vietnam.
In fact, from the previous 15 years, on 27 November 1961, from the point of view of the leaders of the Party and the State on the Vietnamese oil and gas industry, the Oil Exploration Expedition was established. Since its operation, the Expedition had provided a lot of precious documents and information, and important conclusions about geological structures, potential oil and gas in sagging area in Hanoi and An Chau lowland. The Expedition used to be the “cradle” of providing human resources, including management staff for the Vietnam oil and gas industry during the early stage.
The history of the oil and gas industry recorded significant milestones in the early difficult and arduous stage that had established a foundation for the development of oil and gas industry in the future.
Over its development, in order to match the pattern and scale of operation in each period, the Vietnam Oil and Gas General Department was renamed to Holding Company – Vietnam Oil and Gas Group, and now Vietnam National Oil and Gas Group, as per Decision No. 199/2006/QD-TTg dated 28 August 2006 by the Prime Minister.
For the above reasons, in line with the expectation of generations of Vietnam oil and gas industry labour, the Prime Minister approved the 27th of November every year to be the traditional day of the Vietnam oil and gas industry.
How do you evaluate the meaning of achievements of Vietnam National Oil and Gas Group up to date?
During the past 37 years, Vietnam National Oil and Gas Group has been developing in all areas from search, exploration, exploitation to processing, transport, preservation, distribution and other production and services related to oil and gas.
In the last decades of the last century, the Oil and gas industry contributed an important part to bring the country out of economic difficulties in the circumstance of the country under the siege and embargo. In the first decade of the 21st century, the position and role of Vietnam National Oil and Gas Group has been confirmed at a new level both in the country and abroad. In particular, with the reform policy of the Party and the Government, after 5 years of operations as an economic group, and in the context of recent global and national economic changes, Vietnam National Oil and Gas Group has overcome all difficulties and challenges to put a number of key State projects on oil and gas into operations, facilitating the socio-economic development.
It is possible to say that with an average growth rate of about 18-20%/year, annual contributions of 28% to 30% of the State revenue, exports accounting for an average of about 15%/year of total export of the country, Vietnam National Oil and Gas Group has had extremely important contributions to the national industrialization and modernization.
Regardless numbers, targets and plans, an economic group not only well perform its role as a leader and mainstay of the economy, an effective regulatory tool at the macro level of the State, but also to participate actively in the protection of the national island sovereignty, energy security, environmental protection and take initiatives in the social security. That itself implies profound meaning.
The Party, the State and the People evaluated and acknowledged those achievements and awarded Vietnam National Oil and Gas Group noble prize, such as Gold Star Medal, Ho Chi Minh Medal, Hero of Labour Title, etc.
What are directions of the Group in the future?
Mr. Hau: The most basic direction is to develop Petrovietnam to a dynamic economic Group, having competitive capacity in domestic and foreign markets. The Group focus on promoting the development of main business sectors (including search, exploration and exploitation of oil and gas; oil refinement and petro-chemistry; gas industry; electricity industry; high quality oil and gas technical services), in which the search, exploration and exploitation of oil and gas is the core activity.
What are your messages to officials and workers of oil and gas industry in such a celebration like this?
Under wise leadership of the Party, management of the State, in-depth and drastic guidance of the Government, support of the people, generations of the Vietnam oil and gas industry has always been aware of their position and responsibilities in the socio-economic development strategy of the country, dedicated without tiredness, contributed their energy and intelligence, overcome all difficulties and challenges to develop the Vietnam oil and gas industry today to become a leading important technical and economic sector of the country.
All over 50 thousand labours of the oil and gas industry will not be content with the above achievements. We will continue our efforts to promote the spirit of daring think, daring do, daring take responsibility, to preserve the identity and core values of the oil and gas industry culture to move forward, to complete the mission of the Group is to contribute to the national energy security, deserving to be the economic leader in the construction and development to make Vietnam more prosperous.
That the solidarity and unity is the foundation creating the stable development of Vietnam National Oil and Gas Group.
On the traditional anniversary of the industry, I like all leaders of the oil and gas industry in all previous periods always wish to provide our fellows and colleagues with a new energy for the flame of enthusiasm, ideal, desire and aspiration which has been lighted since previous generations of oil and gas industry to continue burning ever after.
